I've taken this list over to Druchii.net, but no one seems to want to reply. The same thing happened with the first installment. I got one reply in two weeks and dropped off the first page. So, although this is a Wood Elf site, clearly this community is better suited for giving advice, even for a different race.
I'm worried that this list is severely lacking in static Combat Rez. Coming over from Wood Elves, that shouldn't be something that scares me. I'm just not sure that this list has the same weapons to overcome it. The CoKs should help after kills, two standards and +D3 from Slaughter. But if they don't absolutely own on the charge then my entire scheme could fall apart.
Also, I have no experience with Chariots, but I hear that this one is decent. Any advice about Chariots or the list in general would be great.

The Cold one Chariots are very good. They can take a lot of punishment and still be effective when they get the charge. The LD 9 is a huge boost for these guys.
I think that you have too much points invested in characters, but DE characters are extremely expensive. I would drop the hydra banner and take a few more cold one knights instead. I have noticed that people tend to want to direct their shooting at them. They die a lot easier than the chariots and if they take a few wounds they become useless.
If you had a unit of 9 you would need to get 36 points, but you would almost always have the outnumbering bonus.
