This forum is hosted by freeforums.org and thus the admin is unable to add any additional applications. Perhaps it is something that might be added to the forum when there's an upgrade from phpbb 2 to 3.

How about I just add the Module?

It's a matter of personal preference. I think that when people have to click on a button and load a new page, they have time to consider their replies more and put more effort in them. It also prevents one-liners in a way.
I'm not a fan of the Quick Reply, but I can only give my opinion
